Weak supervision?

There have been three way traffic lights around this hole in the road on West Hill for at least two days now, causing long queues at busy times and minor delays at others.

On inspection however, what is left of the hole in the road turns out to be a hole in the pavement, more or less back filled and awaiting its black top. No need for cones or anything else to be in the road. Rather looking as if the gang responsible got to knocking off time and just knocked off, leaving tidying up the road until another occasion, perhaps Monday.

I was tempted to do some tidying up myself, but backed off, thinking that I might get into deep water with traffic lights. No doubt there are serious offences under the general heading of 'Interference with Her Majesty's Traffic Signals'.
